Support for the design and implementation of the regional component of the National Strategic Plan in French Guiana

Changes in European programming represent key periods for the management authorities of European funds. For the new 2023-2027 programming period, the objectives of the Common Agricultural Policy (CAP) are translated at the level of each member state in a National Strategic Plan (NSP). In France, this national document has been drawn up in consultation with all the regions, in partnership with regions of France, so that it constitutes a common base that takes account of the specific features of each territory. Against this backdrop, some regions have asked us to help them draw up their regional implementation documents, which provide an operational translation of the support measures to be implemented at local level.

Between 2019 and 2023, our team supported the Collectivité Territoriale de Guyane in the realization of its regional component of the FEADER NSP, from the elaboration of the strategic territorial diagnosis (DTS) to the drafting of the regional operational implementation document. The definition of the regional intervention strategy for French Guiana also required a strong involvement on our part in the working groups led by regions of France, in order to ensure the consistency of the NSP with the desired Guyanese orientations.

2 - Elaboration of the intervention strategy for the Guiana regional section of the EAFRD NSP: definition of orientations for the territory, identification of aid schemes to be implemented locally in line with the distribution of the financial package, while respecting the framework imposed by European rules and the NSP
