Climate capacity-building for Malagasy players

As part of the Adapt'Action program, this mission aims to strengthen Madagascar's climate governance and facilitate the mobilization of stakeholders and climate financing. Support will be provided over a 16-month period. It comprises two components:

  • A support component for BN-CCREDD+, an entity of the Ministry of the Environment and Sustainable Development (MEDD) in charge of piloting the implementation of the National Determined Contribution: Strengthen their positioning in climate governance, on an international scale in climate negotiations (COP 29, Bonn intersessions and COP 30), and on a national scale in the mobilization and coordination of stakeholders concerned by the implementation of climate commitments;
  • A support component for the GT-CC, a group structuring civil society on the subject of climate change: Supporting its operationalization through better structuring (legal formalization as an association, setting up operating bodies and processes and a secretariat, formalizing a roadmap) and capacity building for its members.

Missions
& Services

The consultancy mission entrusted to BRLI and its Madagascan partner BEST, a subsidiary of BRL, is organized around the following activities:

Capacity building:

  • Identification of capacity-building needs and development of training/coaching plans;
  • Development of training materials;
  • Training and coaching implementation;

Support for the MEDD and BN-CCREDD+ in preparing for and participating in COP 29 and 30, and the June 2025 inter-COP sessions:

  • Development of strategies and roadmaps for negotiations at the COPs and intermediate sessions;
  • Preparation of agendas;
  • Preparation of language;
  • Support for the restitution of these events;

Strengthening the governance of the WGCC:

  • Assessment of governance ;
  • Participative workshops aimed at co-constructing the WGCC's five-year roadmap (identification of challenges, formalization of strategy, translation into action plans).
